The Minister for Finance, Dr. Cassiel Ato Forson, has assured the leadership of tertiary education unions that provisions have been made in the 2025 national budget to fully cover Book and Research Allowances for eligible educators.
This assurance was given during a high-level meeting between Dr. Forson and representatives of the University Teachers Association of Ghana (UTAG), the Technical University Teachers Association of Ghana (TUTAG), and the Colleges of Education Teachers Association of Ghana (CETAG). The meeting, initiated by the unions, aimed to seek clarity on the status of the allowance following concerns from members.
Dr. Forson confirmed that the Ministry of Finance, in collaboration with the Ministry of Education, has already begun the disbursement process to ensure the timely release of funds to tertiary institutions. “The funds have been allocated, and the wheels are already in motion to ensure prompt payment,” he stated.
In a move to deepen engagement and streamline labour communications, the unions proposed the creation of a dedicated Labour Relations Desk within the Ministry of Finance. The Minister welcomed the idea, describing it as a positive initiative that could enhance government-labour dialogue and coordination on compensation-related matters.
The meeting also touched on ongoing payroll reforms spearheaded by the Auditor-General. According to Dr. Forson, preliminary audit results have uncovered the existence of ghost names on the public payroll—a discovery he described as alarming but addressable. He emphasised the need for tighter controls and accountability mechanisms to protect public funds.

“This government is committed to transparency, fairness, and efficiency in the public wage system.
We will continue to work hand-in-hand with all stakeholders to uphold these values,” Dr. Forson added.
The unions expressed appreciation for the government’s responsiveness and reiterated their commitment to supporting reforms that benefit both educators and the broader education sector.
The meeting concluded on a cooperative note, with all parties agreeing to maintain open communication and partnership in addressing future concerns.
